TITLE: Head of State Government Relations

POSITION SUMMARY

MassMutual is looking for a leader to lead the team representing the organization in legislative and regulatory matters with state and local governments. This role will provide policy direction, lead state government affairs initiatives, and identify emerging public policy opportunities and risks arising from the executive and legislative branches of state governments. Leads planning initiatives in support of our company business priorities, providing guidance and state political insight to business leadership. Establishes and manages key relationships with state regulators, elected officials at all levels, and advocates to maintain a day-to-day understanding of state activities and possible impact to our company. Key leader in promoting sound public policy in line with our company mission and values.

REPORTS TO: Head of Government Relations

OVERALL RESPONSIBILITY

  • Position MassMutual as a leading voice on insurance and related issues in Massachusetts and the other states. Advocate the company's policy agenda with state public officials, including state insurance commissioners and their staffs, as well as state legislative leaders.

  • Manage MassMutual’s relationship with the National Association of Insurance Commissioners (NAIC).

  • Identify and monitor policy issues (legislative and regulatory) affecting MassMutual.

  • Collaborate closely with MassMutual businesses and other corporate functions to devise and execute the advocacy and lobbying strategies needed to successfully effect the emerging state policy agenda.

  • Serve as liaison for state government affairs between MassMutual’s businesses and public officials and regulatory bodies.

  • Engages in all key decisions with impact on state government leaders and regulators. Advises internal stakeholders as to the government relations impact operational decisions may have.

  • Represent company at state political events.

  • Provide strategic oversight and support of the development of MassMutual’s state agenda, the development of regulatory policy as well as proactively execute effective lobbying activities; build/expand alliance strategies and relationships.

  • Align policy objectives, strategies and metrics of success for state government relations

  • “Hands on” leadership style; drive decisions; anticipate evolving industry needs, gain insight through data and analytics.

  • Build, retain and motivate a diverse, talented team.

  • Builds and maintains a detailed understanding of the lines of business operating in the market.

CANDIDATE QUALIFICATIONS:

  • Minimum of ten years government and external affairs experience (preferably working in both private and public sectors).

  • 8+ years of experience in public policy, government relations or related field with experience working with state legislative and regulatory bodies, trade associations or insurance/financial services industry.

  • Master’s Degree preferred, Bachelor’s Degree required.

  • Transformational leader.

  • Consultative and influencing skills.

  • Position based in Boston, MA.
